Nearly 3 year old aggressive with other kids

My 34-month-old son has recently been getting into 'trouble' at parents day out for aggressive behaviors - primarily tackling, pushing and grabbing toys. I rarely see these behaviors at home as he is currently an only child (I am pregnant and due in less than a month). His previous teacher's feedback on this behavior was that as long as she kept him engaged in activities that this was not a problem - that it only occurred during freeplay or transition times. The current teacher says that's primarily when it happens but it has been escalating. At home, when I do see behaviors like this (at the park/with friends) I am able to remove him from the situation for a time out and then he is able to rejoin the group without further issue. Now that it is becoming more problematic at school I have begun enforcing a consequence when he gets home - he's not allowed to watch cartoons while I make dinner. His school's current recommendation is move him from the 2-year-old class to the 3-year-old class as they believe he may be bored with their current activities. While I think this may be true, I also want to make sure we aren't missing something.. Just curious what your recommendations would be.
