Kids Won't Stop What They're Doing to Use Bathroom

Hi there,
How would you approach an almost 4 year old, and almost 7 year old regarding keeping their underwear clean and free of pee leaks. Both are not bothering to go when they need to and waiting too long before they go. It's only pee, never poo btw - but I'm done taking care of babies and toddlers, and giving toilet reminders!!!

The 7 year old is in school all day and comes back most days with a pretty damp underwear. Been going on for months, most days coming home with pee leaked into her underwear. I noticed that the laundry basket stunk of pee - and discovered sometimes her underwear gets pretty pee-soaked! She's since been made to wash it out, each day and hang it up..but this doesn't seem to bother her - she persists in leaking. Doesn't take herself to the toilet to pee each morning, or before bed if she's not told to do so. Should I still be giving reminders for a grade 1 girl? I think not! We've even threatened to put her back in diapers (lol!) partly because she has a rash that's not healing. Early bedtimes are losing their charm by the way. So how can I transfer this responsibility to her shoulders? I can do so, or just let her continue to wet her pants, it's just a bit damp anyway most days. Suspect its a common kid problem/laziness. What's your opinion?

And for the 4 year old - he frequently gets too involved in playing and doesn't bother using the toilet. He pees in his pants. He's shown me that he's been quite capable of using the toilet to pee and keeping dry..but not recently! He got lazy. I also want to be rid of this responsibility quickly - we've been doing potty reminders since he was 18 months old, I'm tired of it. I've tried to confine him in the bathroom after each accident, with a potty bell set to 45 minutes. This worked (albeit very painfully for him waiting inside the bathroom for 45 minutes)..but a few days later, he's back to not bothering to go himself. Any ideas with this one? How do I put the monkey on his back?
