Chores done right the first time

Question

I just read one of your books last weekend and we started invoking the ticket system for chores with our 9 year old daughter this week. Usually she whines, makes excuses or ignores us when we ask her to do something. Now she's doing them, grudgingly, but only does the job half way. Is it too soon to expect a job well done? Should I be able to "inspect" her work and set a standard? For example, she cleaned her room but threw a lot of things in her closet and shut the door. I think its just passive defiance but maybe I'm being overly critical for the first week. We're new to this and need some direction.
