9 month old difficulty going to sleep

Question

We have a 9 month old who is not sleeping through the night consistently. Maybe once every two weeks he will sleep for a straight 10 hours. Our two year old started sleeping through the night at 5 weeks. I will go into his room where he sleeps in his crib and put his pacifier in his mouth and sometimes he will go back to sleep. Sometimes he wants a bottle and sometimes I bring him to bed with us against my better judgement. I NEVER did that with our daughter. I'm a my witts end from exhaustion. That's the only reason I put him in our bed. Should I let him cry it out? Go soothe him every five minutes? I currently swaddle him in a Velcro swaddle blanket because he wakes up even more often if he is unswaddled. I'm near a major meltdown and work full time. My husband is not happy that I bring him into our bed. Thank you for any help you can send our way!!!
