4 yo With a Wonderful Problem

Question

So my almost 4 yo listens to us and does as he is told. However, when we're around other kids with their moms, he watches the other kids not listen and outright disobey their moms. He will sometimes yell at the other kids to listen to their mom.
How can I explain this to him so he stops 'yelling' at the other kids? I can't say "It's ok, they're not you" as it's not ok.
Also, in some instances with my in-laws' kids (3.5 & 5) I'm okay with him telling them to listen as we want him to set an example for them and maybe they'll listen to him when they ignore everyone else.
He's pretty good about understanding different situations, but I don't know how to explain it to him so he 'gets' it.
