Multiple Children, Few Bedrooms follow up

Question

What is meant by removing "play value" of room? Do you remove all toys and books? My children's rooms store most of their books (on bookshelves) plus it's the only place I have to keep their toys. When they're sent to their room for the rest of the day, should they be forbidden to read or do anything else fun while they're in their room? (Should they have to stay in their bed?)

Also, if I set up "stations" around the house for some of them (since I don't have enough bedrooms), should they have nothing at all to do there? Or are they allowed to have books or toys?

Thanks so much!
