Homework Hassles for Parents of 3rd Grader

Question

Our daughter is in the 3rd grade. We have been following recommendations in John's book regarding personal responsibility with school homework for 7 weeks now. I have set limits for homework, verbalized consequences and enforced them. I thought everything was working until this weekend when my daughter states she forgot her reading book to study for a test Monday. Today she did not complete her science homework, and has a test tomorrow. Should I be looking through her planner and offering reminders on how to pace herself? Should I be glancing through her homework to make sure its completed? I feel like I am closing in on her with consequences, and some of them I am stepping up a notch because she does not respond. Am I putting too much pressure on her? She seems to be rebelling.
