9 yr old lying

Question

Our 9 year old son has developed a habit of lying and being sneaky. We recently set a rule in our house that our 3 boys (11, 9, and 4) can only play the Wii for one hour on Saturdays. We established this rule because we were noticing our 9 year old son was developing an obsession with video games. When I came home from work yesterday, I noticed my son quickly move away from one of our computers as I walked thru the door. When I confronted him and his 11 year old brother, the 11 year old confirmed that they had both been playing a computer game. The 11 year old then blurted out that the 9 year old has been doing that all week. I confronted the 9 year old and told him I no longer trusted him because he is constantly telling lies. (He has received numerous punishments this summer for lying). It concerns me that he knows he is lying and he will continue to try to get away with stuff until he gets caught. The lying seems to be habitual and there seems to be no remorse until he gets caught. Your feedback would be greatly appreciated on what we should do as parents to stop this lying and sneaking.
