4 yo On-Purposes

Question

Our almost 4 year old daughter has starting peeing on unusual and unacceptable things (toy tea cups, ice trays, toys, in our closet). She has been potty trained since before age two however we are potty training her almost two year old brother and sister (twins) and they still accidentally pee on the floor, carpet, etc. We've tried talking to her about it calmly and explaining that she is to ONLY use the toilet and to help us teach the younger ones as well. We then tried taking toys away, no tv, no treats, even spanking and she'll be good for a while and then they'll find her peeing somewhere inappropriate again. What should we do?
