13 yr old carelessness

Question

Our son to be 13 year old son is driving us to the brink of madness. He is so haphazard and careless with all that he does. One small example would be his socks. We find his socks in the van, under furniture, on the porch, in the yard and anywhere else you can imagine. Our solution was that he had to start purchasing his own socks. This has done nothing to alleviate the problem. Any chore is done half way and he has to return two and three times to re-do it. We thought this would be enough to cause him to want to do it right the first time. Not so. There isn't any aspect of his life - school work, clothing, belongings, bedroom - that isn't haphazard and chaotic or done right the first time. He can't seem to remember to put away food after preparing a snack or meal even though he is repeatedly called back in from play time to remedy this. We want to "put the monkey on his back" in this situation, but aren't sure how! He is a respectful child with an overall good attitude, but we can see where this haphazard laziness has become a problem and will not serve him well in life. We would like to "help" him alleviate this and would love any suggestions you may have.
