7 year old : dawdling

Question

Our almost eight year old son has a problem with dawdling. When we ask him to do something he won't do it quickly. He is easily distracted by toys, his little sister, birds and wild rabbits in the yard.... He takes his time (even when we tell him to hurry) and often does not finish what he starts because he "forgot". We find ourselves frequently reminding him to do what he was told to do or to finish doing it. He has been this way since he was a toddler. Finally, even as we're telling him what to do, he will often ask questions that are on completely unrelated topics. Is this absent mindedness something to discipline or is it a personality trait?
