Teenager : responsibility with pets

Question

Hi, I have a 15 yr. old daughter that we purchased a yorkie puppy for when she was 12, we were beginning homeschooling and she like all kids promised she would take full responsibility for the pet. We here we are 3 years later and it is a very sore subject most of the time. He is not completely house broken, and no matter what we say she refuses to spend the time necessary to help this. I even have to remind her most of the time to feed him in the evening. We really don't want to get rid of her dog because our other children really like him but it is just gotten to be too much , Is it wrong to get rid of her dog? or what do you suggest? I am worn out with the whole thing. thanks !!
