Turning the corner

Question

I have a soon-to-be-10th grader who has a history of not doing homework. Over a third of the assignments in the classes he does not like are not handed in on time. We have used some of the techniques described in "Ending the Homework Hassle", but we've been inconsistent. Before the school year starts, can we sit him down and state our expectations? Or do we need to wait for bad reports to come home from school?
Some other info that may be useful: He's a very bright kid, and is into band and drama. Also, the school uses an online gradebook that we can check on whatever schedule is most appropriate. Due to the online gradebook, the school is not open to a card for the teachers to sign on a weekly basis.
