Teachers Handling Elementary Misbehavior

Question

A school issue:

We have a 4 classes of 1st grade students in our school that have overall terrible behavior. It is often impossible to conduct a productive class with these students interfering. There isn't just one or two students in a class, but possible 4 or 5. Regular consequences: recess time, removal, etc., do not seem to change the behaviors.

Do you have any suggestions for how to intervene with an entire grade level (about 80 students) who overall exhibit awful social behavior? What kind of consequence can be effective? What type of structure would work?
