4 YO Not Fazed By Consequences

Question

I’m struggling to find compelling consequences for my 4 year old. We’ve tried taking away privileges like TV shows and toys, but she quickly moves on. We’ve tried time out, but the effects are short-lived. Nothing seems to phase her. The main behavior we are trying to correct is she doesn’t do what we tell her. For instance, we tell her it’s her day to clean up and she whines, mopes, lolly gags, gets distracted, etc. We have to stand there and constantly get her back on task. This often takes 40 min to pick up a small space and is very frustrating. She is almost 5, we homeschool, and she shares a room with her 6 year old sister. Where are we going wrong?
