5 yo disrupts bedtime for sibling

My two oldest share a room, unfortunately that is our only option at this time, my son is 6 and my daughter is 5. Every single night our son lays down quietly, stays in bed and does his best to go to sleep. Every night, our daughter finds something to wail and cry about for a loooong time, if she’s not crying non-stop, she’s singing very loudly and obnoxiously. We do our absolute utter best to completely ignore her, which hasn’t worked to fix the problem, but we feel it’s extremely rude and disrespectful to her brother who is quietly trying to go to sleep to have to lay in bed and listen to her while he’s trying to sleep. We have no idea what to try? Twice now we have taken her blanket and pillow and required her to go into the laundry room with the door shut so that her brother can go to sleep, she continues her crying and drama in there until she falls asleep her dad takes her to bed. We’ve also tried a variety of other consequences like losing privileges and such. We’re at a loss.
