Keeping Kids off Friends' Electronic Devices

Question

We live in an HOA community with small backyards, so we can't tell our boys to play in the backyard all day though we have a trampoline. Instead, we hoped that our kids would play with the neighbors' kids, however most of the neighborhood kids play video games most of the day except during a small window of time in the afternoon which is spent outside on smart phones. It seems like the other parents use video games and phones to keep their kids occupied during the summer days.

Our kids do not have phones or video games. How can we keep them off the neighbor kids' phones and video games? Are there any strategies to encourage neighborhood kids absorbed in tech to go outside and get creative? This seems to have gotten much worse in the past two years.
