Imposing consequences v. accepting consequences.

What to do when our teenagers won't accept consequences?
Our daughters ages 15 and 13 won't accept consequences. They've been gone without telling us where and then coming home after curfew. So the next day we tell them they are grounded and have to stay home. They leave the house anyway. They won't do jobs at home. They are gone nearly all day. This has been on repeat for weeks now. We've removed their bedroom doors. Our one daughter had a phone and would not give it up, we did finally covertly take it. We have thought about doing a garden kick but think they would just leave. Last night one daughter did not come home. The other left again this morning. They've been reported to the police as missing children.
