Define "Disciplined"

Question

Whenever we have friends or family over or we’re at an event with other kids our 4 year old daughter very rarely engages in playing with the children and constantly wants to be where the adults are. When she does decide to be around the other kids she typically ends up pestering or causing a fights or disagreement. She is disciplined when she does this and she is encouraged to play with the other kids instead of being around the adults and we’re constantly having to tell her to go play or to leave the room when the adults are trying to talk because she’s incapable of not injecting herself or pestering the adults when trying to talk despite discipline. And then the discipline turns into this huge fit and ordeal that ends up taking us away from the adult conversation anyway. What is the proper way to handle this behavior?
