Panic and run

Question

My 7 year old step son developed a fear of his younger siblings approaching him. After his appointment (he went with his mom at) about his chapped lips that have been bothering him for a while now (we live in Canada), he misunderstood that “when someone approaches him, his lips will dry up more”. Since then he panics when his younger sister (or his younger brother from mom’s side) approach him, he runs away and denies to sit at the same table, etc. Telling him that he misunderstood what he heard or any other explanations do not work. Another problem is that his mom is fed up and reacts a lot to this. Now she just wants us to take him. I know that reacting and giving attention to the fears makes it worse. My question is how we address it at our home and what we should do to make it pass? Thank you!
