Don't Ask, Do Tell

Question

My 4 year old daughter refuses to listen to instructions given to her. Not always, but usually when it comes to dinner, cleaning up her room, and doing things that she needs to do. When she does this I usually take a belt and give her a few swats on the bottom or the fingers but it doesn't seem to help. I'm trying to train her to listen the first time but it doesn't seem to be working. I am taking notes from a book called to train up a child by Michael and Debi Pearl. I don't know if it's effective. She's very strong-willed and doesn't seem to mind getting a few swats. And she doesn't seem to learn from her previous experiences. What should I do?
