'Naked & $75' is a Process Not a Magic Formula

We're a week into toilet training our 20 month old twins, and I simply don't feel like we're making much progress. We're committed to staying the course and will do just that, but with having only a few successes, our daughter has developed a red rash between her thighs. I assume it's from her wet panties rubbing against her multiple times a day.

There is a communication gap, too, as our twins don't quite understand our direction to relieve themselves in the potty and not their undies. The successes we've had were a result of us placing them on their potties with use of the potty bell, not of their own inclination to use the potties. Is there a point where reverting back to diapers for a short time should be considered or be necessary?
