4 year old : Reasonable Expectations

Question

Our daughter turned 4 a couple of months ago (we also have an almost 3 year old son). She has tested the limits her whole life. I could fill this webpage with quesions about her but will stick to a couple. I lay her outfit out in the morning. It is reasonable to expect her to put it on and brush her teeth before breakfast? The longer we wait till time to leave, the harder it gets. She still has tantrums. We have put her in the room for the remainder of a day... gone in only to bathe and put her to bed. Tantrums could be sparked by wanting a different meal/snack, the wrong color spoon, taking a toy away, etc. HELP
