Welcome to the Terrible Twos!

Question

When I get ready in the morning I let my 21 month old play with cotton balls and bandaids and other non harmful bathroom supplies. When I was done I told him to pick up the the cotton balls (he always picks them up and I help him). But the other day he just said no! I’ve used timeouts to correct negative behavior but I’ve never really dealt with insubordination of a specific task before. I really didn’t know what to do. In the end I said we couldn’t leave the bathroom until they were cleaned up. He dawdled around, picked up a few and I picked up the rest. We needed to go meet someone so it was a bit of a bluff but I did the him to sort of comply in time. What should I have done?
