Discouraging whining in a toddler

What is the best way to discourage excessive whining in a 3 year old toddler?

She does not use any words, and instead relies on moaning or crying to communicate with people. This does not work and only frustrates herself and the people around her. She ends up crying as much as a colicky infant on a daily basis (easily averages 1 hour worth of angry tantrum crying per day for unknown reasons, then additional intermittent moaning for unknown reasons). Some of it is frustration because she cannot communicate effectively, and some of it is response to being told no (she understands this word but does not accept it).
