Potty Setback

Question

My son, who is two and a half and well potty trained, has recently taken to pooping in his pants and/or on the floor. Timeouts do not seem to be effective. I tell him that "only babies poop in their pants" so he can't have any big boy treats like cookies, but I don't think that is working either. He has a 4 month old little brother that he adores, but I have seen him exhibit signs of jealousy when he is not getting enough attention. Also, when I am trying to put his little brother down for a nap, he is often very disruptive, and if I try to shut him in a room, he pounds on the door. This makes it hard for the little one to nap, because we live in a very small space. Please help.
