Sleep issues with 9 m/o adoptee

Question

We recently adopted a nine-month-old boy. He’s been delightful and sweet during the day but has trouble going down to sleep for naps and nighttime. He also wakes up several times at night and seems to have trouble going back to sleep. He can be up an hour or more during the night. Do you have any recommendations for helping him learn to put himself to sleep? We have older biological children and never held them until they fell asleep. We have tried to let our new child attempt to self soothe but he works himself up into a frenzy. We don’t want to interfere with attachment, but we also don’t want to create bad habits. We would appreciate any help you can give.
