Stubborn Toddler

Question

We have a toddler potty training. He was 21 months old when we started. We read "toilet training without tantrums" before starting. We are now starting our third month, and he just doesn't seem to care. He doesn't care about peeing where he is. He will notice, and even "clean up" the floor after. Sometimes he will sit on the potty with no problems, other times he runs. We started using the potty bell, and after a month, went to the gate, although, we have had to enclose an area in the living room since the cats litter box is in the bathroom and cannot be moved. At first he yelled and screamed. Then he just started entertaining himself. We removed toys and made the enclosure smaller. He still entertains himself. He will sit on the potty and sing, talk etc. We are not hovering, we mostly have ignored him. We are tired, we are stressed, and at our wits end. We have tried everything we can think of except bribes. Right now, and for the past couple of weeks, we have tried training pants with plastic pants hoping that soggy pants would be disgusting and therefore an encouragement to go potty. He pees about every 15 to 20 minutes. He will pee in the potty, then 15-20 minutes later be wet. We took him to the doctor to rule out physical issues. As a side note, his cousin, two months younger started 2 weeks ago, and by the end of the first week was already tugging at his undies, and had a day completely accident free. We know this method works. It just doesn't seem to be working for this one. HELP!
