No Toddlers Allowed!!

Question

I am currently reading Making the "Terrible" Twos Terrific and in Q&A section of Chapter 3, a mom asks about her son who throws things, even in restaurants. In his response to the mother, Dr. Rosemond tells her that he doesn't think ANY toddlers should be allowed in restaurants. I was curious about this because it seems a little extreme to me as I currently have a sixteen-month-old daughter and cannot imagine never taking to out to eat with us. I feel like never taking your toddler to a restaurant would be next to impossible, especially if you are traveling or visiting family. My question is why exactly he has this viewpoint (since he doesn't really explain it in his answer to the mother) and what he suggests a parent should do if they are in the type of situation where it may be difficult to avoid.
