Foster Child Struggles With Academics

Question

My foster daughter came to us from a situation where she had missed a lot of schooling. We've taken steps in the intervening months to help her get caught up to where she should be educationally (3rd Grade) -- tutoring, extra practice at home, etc. However, despite learning fast and improving dramatically in a short amount of time, she continues to struggle with her grades because she simply races over her tests without reading them thoroughly and doesn't pay attention to the questions. She always knows the material -- she just doesn't pause to read before she marks an answer. She does the same thing at home with her homework -- races over things and doesn't pay close attention unless instructed and forced to go back and really look at things she has missed. What do you recommend?

P.S. She is not on any medications.
