Eyebrows: Hair Today, Gone Tomorrow

Question

Recently my 12 year old daughter has started pulling out her eyebrow hairs to the point of it being extremely noticeable. Says she is aware she is doing it but can’t seem to stop. She can not pinpoint a trigger (anxiety, boredom, excitement etc) for the behavior. We have not yet consulted any professionals about this. We have told her to stop and will take punitive measures the next time she does this. However, I am second guessing if this is the correct response. Any advice appreciated. Thanks
