Discipline Drama

I have a 2.5 (boy) and 3.5 (girl) year old, and my girl constantly is taking things from her brother. He doesn’t tend to fight back much. I’m wondering when I can expect my daughter to stop taking things from him so much and what kind of discipline would you recommend to teach her it’s not okay to act like that? I’ve tried time outs, yelling (regrettably), sending her to her room, and taking away things. She also seems to be giving up naps which is making her more tired and affects how she treats others. Any advice is welcome. Thanks so much.
