5 year old peeing on bedroom carpet

Question

Our son is 5 years old and in kindergarten. He has been potty trained for over 2.5years but in the past 4 months has been peeing on his carpeted bedroom floor. He pees into corners, baskets, and spaces between furniture and walls. He is definitely able to control the pee and he still uses the toilet often as well. I also have a 3.5yo girl and a 5mo baby girl so I'm busy and I haven't kept good track of how often but at least three times per week. I can't find a pattern as to triggers, sometimes when sent to his room as a punishment for something else, but sometimes even after or before a really fun event, sometimes despite warnings of a severe consequence, which we always follow through on. The usual punishment for the peeing is to stay in his room for the rest of the day, sometimes with all things removed. We've tried spankings. We've tried a reward for keeping the room clean and dry for X days but it's difficult to implement because it's sometimes hard to tell when a pee spot occurred. His room smells so badly my husband wants to rip the carpet out and leave the cold cement floor until he stops the behavior. Please advise us on what to do to stop this circus! My husband thinks he needs a psychological assessment but I don't think so. If we could get an answer from Dr Rosemond that would be so appreciated, we need serious help.
