Hitting needs to be Nipped in the Bud

My 4 year old daughter has begun hitting. At first, I had given time outs, but when the frequency started to increase over the last few weeks, I wanted to nip this in the bud. I set up a 7 day chart and told her she had lost her "privileges" (tv, iPad, dessert, and outside play) until she could go 7 days without hitting. She went 2 days, started over, then the full 7 days. She earned her privileges back, only to hit her sister the next day. I started a 7 day chart again, and she has gone 2 days, and now started over. I am starting to feel that this is too hard for her to do, and thinking maybe I should have done a ticket system. My only thought about the ticket system was that my husband and I want a zero tolerance for hitting in our household, and I don't want to give 3 strikes before loss of privileges. How do you think it is best to proceed from here?
