18m old has too many tantrums

Question

Our daughter is 18months old and is/has been a happy and affectionate child, rarely crying/fussing. In the past week or two she has begun tantrums and intentional testing of us, and we are carefully following your advice for tantrum space, etc. But, what do we do about her general fussing and crying when we won't do things as she wants? We can't call everything a tantrum, because sometimes it's milder behavior but still unacceptable. It seems like constantly taking her to her tantrum space is going to ruin the effect it has. So, we've tried being firm and telling her "that's enough", but of course that doesn't help for more than 5 seconds.
