Get everything in writing when it comes to loaning adult children money

Question

Two and a half years ago my 37 year old daughter and her husband needed a car to move from New York to California since he had lost his job but had another in California. So I sold my daughter the car for two thirds of what it was worth. Knowing they did not have the money to pay me at the time I told her to pay me when she got on her feet. Well now 2 and a half years later I have not received any payment toward the car. She has chosen to work on a contract basis so there is not steady work. However she did spend $8000 on one of her dogs at the Vet. How should I approach the subject of her starting payments to me?
