Teens and driving.

Question

We told our 16 1/2 year old son that he must maintain a C-average and have no major behavioral violations for 3 months in order to obtain his driver's license. He does online schooling at home and is responsible for getting his work done throughout the week. We do not remind or nag and on Friday we check that the work is done and he is passing all classes. If he is, then he's allowed weekend activities. If not, no activities until following Friday check. He does not have a phone due to making repeated poor decisions in its use. Recently, we discovered a beer can in our trash outside. Neither my husband or I drink alcohol. We previously had one can of beer on our shelf for use in cooking. Low and behold, the can in the trash is the exact same brand and our can is missing. He tells us that he found the can in our yard and placed it in the trash can and swears he has NO idea how it came to be in our yard and it's our problem if we don't want to believe him. My question is: Do we begin his 3 months over? Obviously, underage drinking (or even giving it to a friend) is a major behavioral violation, but he is denying having anything to do with this.
