Toilet Training Regression

Question

Our daughter is 31 months. We started potty training at 16 months using N75, and used the potty bell and gate. She has been almost fully trained since 2 years. In fact, until about 3 weeks ago, she was dry most of the time and doing it on her own. She knows when she has to go and will go when I tell her, but has started trying to hold her urine til the last second and has damp underwear because of it. We started putting her in her room with no toys or books when her underwear are wet and letting her out when she can go potty and has dry underwear. We've been doing it about a week and she seems to be unphased. She will stay downstairs and have to go potty, sitting down to hold it and even fussing while sitting. At the last, she will yell Mommy, I need to go potty!! I say go and she runs....most times, her underwear is damp. We put her upstairs and she drinks water and comes out a few minutes later and pees on the potty and comes down. When she's fussing, I've asked her what's wrong...and she will reply, "nothing." Should we keep putting her in the empty room, not worry about the damp underwear, or try something else?
