Stay the Course with 9 yo's School Issues

Question

We are concerned about our 9 year old son (3rd grade), who is having problems doing work, staying on task (wonders around the room bothering classmates) and blurting out answers for the other kids at school. We have read The Well Behaved Child and so asked the teacher if she'd be willing to do a daily report with our son being in charge of getting it signed. She circles yes or no and signs. If he gets a no, he spends the evening in his boring room and goes to bed early. We've been doing this for 7 weeks and most weeks he's only gotten 1or 2 no's and one week with all yes. Last week, he had 5 no's. He spent the whole weekend in his boring room and still got another no today.

Our question is should we continue to stay the course, or change things?
