Bedtime Horseplay

Question

I have twin 9 year olds and a 6 year old girl that share a bed room. A few years ago when the 6 year old had her own room she pretty much went to bed as told with the exception of getting up a few times. Our twins went to bed perfectly when they had cribs, but as soon as they were toddlers and had beds they could get out of they have never went to bed as told. They get up multiple times and mess around for hours. This has gone on for years. I have tried sending them to bed early the next nights and that works for a while, I have made them stand in corners after they mess around, I have made them sit in a chair the next day and ever write sentences now that they are older. Due to some necessary remodeling we are unable to separate the 6 year old and the twins at this time. We also have stuff going on with an older brother that we are working on. How can I get these girls to go to bed when they are told and not mess around for hours or get up continually??Just letting them stay up and go to sleep when they want does not work as their room is under our room and all I here is them messing around and am unable to go to sleep myself as that is all that I can hear and I don't want to fall asleep and have them roaming the house.
