Being Accountable

Question

Our 9 year old daughter (4th grade) is mean to other students, threatens them etc. She is in a private, Catholic school. We have kicked her out of the Garden and revoked all privileges. Now, she is blaming other students or teachers for her privileges being revoked i.e. blames another girl scout because she wasn't able to go on camping trip, blames teacher for missing soccer practice. We have read that she should apologize to students, teachers and coaches. What is appropriate means of apology for this age? Individual letters to students? A group apology in front of the class? Call or apologize in person to soccer coach/girl scout troop leader or write a letter? We make up excuses to parents or are ambiguous for why she can't go to events but I'm thinking now that is the wrong thing to do. Please advise. Dad
