Teenager : Parents disagreeing over consequences

Question

I am a mom with 2 kids, ages 15 and 12. I divorced, then remarried 2 years ago.
There has been a lot of tension lately. I recently bought your book "Teenproofing" and I've been putting chores/new rules in place slowly.
My husband thinks the current plan is not effective. At first, he micromanaged them on each task, emphatically, then gave a harsh consequence, which I would soften because I disagreed. Now we disagree on whether a harsh consequence should fall for each infraction-I feel that he is micromanaging the consequences, and he feels that I am avoiding the harsh consequence entirely.
