Motivating Better Grades

Question

Hi! I am working on consequences that will "motivate" my 13 year old son to put in more effort at school. I am ready to take away everything (cell phone, electronics, tv, time with friends, etc) if the grades do not improve to all A's and B's on his next report card. I plan on keeping it that way for 9 weeks until his final report card. Here is my question: what if I take everything away and still do not see any improvements? He is a kid that may just give up. If the serious consequences don't help, it there any harm in trying to motivate him in school using rewards instead of consequences?? Also, should I be willing to accept C's, which are passing, even if I know he is capable of A's and B's? Thanks!
