Teen who steals.

Question

In cleaning up my daughter's room this morning (after she had food upstairs while a friend was over -- even though it is a rule in our house to have no food upstairs), I found food crumbs and the keys to my parents' Kia (with a new keychain added to actual key). I took the key to my parents' house and lo and behold, it fits their car. About two months ago, they told me the keys were missing along with the keys to my dad's Corvette. I returned the keys to my father (who is heartbroken that our daughter would both steal from him and lie to him about it. They had asked her previously about both sets of keys and she said she didn't have them). They asked me and I assumed she didn't have them (she is a handful but honestly I didn't think even she would do this!). Both my parents can be absentminded so I thought they had misplaced the keys. By the way, I charge her for cleaning her room for breaking the food rule ($15 for first offense; double afterward). It seems like I discipline this 16 year old criminal wanna be constantly and am getting no where. She does not have a car of her own and right now has no future for getting one after this incident. Any suggestions before she goes to jail?
