Slacking with school work.

Question

My 12 year old daughter is very slow with her work. She can start on a piece of homework and take a whole day to do it to make it perfect. Other times, she is extremely slow because she did not exert herself enough to understand the questions in order to answer them quickly, but kept struggling lost in her thoughts. I can't differentiate when she is doing all she can and when she is just letting the difficulty of the work drag on. She is late for most of her assignments since 2 weeks ago and I can't see how she can be on top of things since work keep pouring in. She is currently homeschooling with an on-line school. What do I do if she really can't keep up? Or how do I know in what subjects she can keep up and in what subjects she is simply not putting up enough effort. How do I motivate her?
