28 mo and "tantrum pees"

Hi there - This is more information regarding my son's pee on the floor or pants habit when he tantrums or whines - I tried another tactic. Make the potty bell ring when he whines and get him to go to the toilet before he goes into a full blown tantrum. Today, he sat and did a small piddle in the potty, then he screams and insists that he wants his pants on. I leave him to scream. He puts on his pants, pees in them, and then takes them off. He then continues to scream and cry, then he stops after 30 minutes.

Is it too much to try and solve two issues at once, should I ignore the tantrum pees for now, and keep on with the potty bell...and solve the whining/tantrum issue? The thing is, I may have to then wait till he's 3 before I can solve the potty issue! Or perhaps I should just gate him in the bathroom until he's going to the toilet by himself however many days that would take?
