Require 16-Year-Old to Get Job?

Question

We told our 16, nearly 17, year old daughter she must get a job. She currently only attends high school and participates in no extracurricular activities, besides hanging out with friends. Her grandfather, my father, told her she just needs to concentrate on school. I might agree if she actually worked at school, but despite being bright, she puts very little effort into her schoolwork. We think she needs a job and have made getting one a condition of having access to a car. We have also told her she must get her grades up if she hopes to have car privileges. She currently has a 4 zeros in Advanced Spanish, with a grade of 75. She has zeros because of missing assignments. We just ignored my father's advice in this situation. I really want to always be respectful of older people -- my father in particular-- but I think he might be wrong here. What would you suggest?
