Discipline for Missing Assignments in Classes?

Question

Currently, our 16-year old daughter has a total of 6 zeros in four classes for missing assignments, four in advanced Spanish and two in Digital Technology. This has been a recurring problem throughout her high school journey. She always has an excuse -- mostly that the teachers lose her papers or that she has forgotten to put her name on them. We told her at the end of last year that if she received any more zeros for not turning in assignments -- because that is what this really seems to boil down to-- we would put her in ROTC (the military class) until she could remember to put her name on papers and turn them in. We also told her she would be responsible for paying for the uniform she will be required to wear. We feel this discipline is fair, but what is your opinion?
