3 year old : Too much whining, crying, complaining

Very verbal and bright 3 1/2 y.o. is an incessant talker. He has a bad habit of repeating questions constantly (even if already answered) and asking LOTS of rhetorical questions..."Mommy, is your shirt blue?" And, he knows it is blue. Most frustrating is whining and crying when he is told no. We have been sending him to his room with timer set for 15 min at a time. But, this causes even more whining and crying. At 3 1/2 I think he should be able to drop most (not all) issues that arise if he is told no. He can't seem to let anything go. Am I expecting too much for his age? Any tips?
