12 year old not motivated to improve school performance

Question

My 12 year old son in 7th grade has had all privileges restricted essentially since September of this school year. Furthermore, he has endured the natural consequences of not being allowed to play sports in his school because of his poor academic performance. We have ruled out any disability or illness and it seems he is choosing this path. When do kids this age typically make the switch? Why aren't the privilege restrictions effective? And, when should we try and intervene, to help our kids, when it seems that nothing is working?
